PROBLEM TO BE SOLVED: To provide a device, a method and a program capable of accurately and promptly notifying an occurrence of abnormality in a worker when detecting the same based on duration of a motionless state of the worker. SOLUTION: A device which is mounted on a body of a worker; obtains a variation of acceleration values at a prescribed interval from acceleration value data, which is a previous measurement result of acceleration arisen from an action of the worker, in a detection period including an operation period and a rest period of the worker; determines at least either a motionless parameter value or information on a rest parameter in a manner that maximizes a difference between a ratio of a motionless period to the rest period and the ratio of the motionless period to the operation period in the obtained variation of the previous acceleration value data; and detects whether or not abnormality occurs in the worker from the variation of the acceleration value obtained through current measurement using the obtained motionless parameter value or the information on a rest parameter.
