Disclosed is a safe blood collection device. The disclosed safe blood collection device includes: an outer sleeve; a fixed tube which is fixated on the inside of the outer sleeve and has a cantilever hook formed to be extended from an rear end part; a carrier which is elastically inserted into the inside of the fixed tube in order to be movable back and forth and has a lancet mounted to be separable at a front end part; a rear tip to mount the carrier by drawing the carrier to the rear end by being installed in the rear end of the outer sleeve and being connected with the rear end of the carrier; a female nut which is combined with the front end of the outer sleeve in order to be separable; a front tip which is installed in the front end of the female nut in order to be rotatable and has a needle of the lancet protruding through the front end part in case of a carrier discharge; and a safety cap which has the rear end part of the fixed tube inserted selectively and is elastically installed toward the front side of the outer sleeve in the outer sleeve. The safety cap blocks the movement of the carrier in a discharge direction by grabbing a part of the carrier by pressurizing the cantilever hook of the fixed tube toward the carrier when the female nut is separated from the fixed tube.
