PROBLEM TO BE SOLVED: To provide a precoated metal plate excelling in vibration damping property for use in casings of a copying machine, a washing machine, and an air conditioner outdoor unit, which require silent performance, or a personal computer and equipment with a disc type storage medium such as a hard disc drive, which require heat absorbing performance. SOLUTION: In the precoated metal plate, a resin layer is formed on the metal plate. The resin layer is a foamed resin layer foamed by a thermal expansion capsule. A thickness ratio h<SB POS="POST">2</SB>of the foamed resin layer to the metal plate is 10 to 35 times, and a loss factorηof the precoated metal plate is 0.020 or more.
