PROBLEM TO BE SOLVED: To prevent a possibility of oil leakage and apply appropriate tension to a wire rope regardless of crane use time, in a tension generating device to prevent irregular winding of the wire rope. SOLUTION: The tension generating device 30 includes: a shoe 33 arranged between a pair of rollers 34 guiding the wire rope 12; and an oscillation lever 38 having a sheave 35 arranged at a tip to oppose to the shoe 33. The oscillation lever 38 is oscillated so as to suppress looseness of the wire rope 12 by making an outer ring of the sheave 35 and the shoe 33 directly abut on each other since energizing force of a spring 36 is stronger than tension applied to the wire rope 12 under no-load by the crane and so as to separate the sheave 35 from the shoe 33 since the tension applied to the wire rope 12 is stronger than the energizing force of the spring 36 under load by the crane.
