PROBLEM TO BE SOLVED: To provide an image processing apparatus which can accurately detect the range of an inclined character and its inclination angle. SOLUTION: The image processing apparatus 10 includes an image input part 14 for accepting the input of image data based on images including at least one line image; a binarization process part 182 which creates a binary image based on the image data input; a line extraction part 184 which extracts a line image as a target from the binary image; an evaluation value calculation part 186 which calculates an evaluation value for at least one or more inclination angles upon the inclination of the line image, the evaluation value indicating whether the possibility that a corresponding part in the line image extracted belongs to an upright character is high; and an inclination range/angle detection part 188 which based on the evaluation value detects the range and the inclination angle of the inclined character included in the line image extracted. While moving over the extracted line image a reference position serving as a reference in the calculation of the evaluation value, the evaluation value calculation part 186 calculates the evaluation value for each reference position in sequence.
