PROBLEM TO BE SOLVED: To appropriately start a steam turbine while effectively utilizing a governor included by a steam turbine. SOLUTION: Firstly, a steam inlet valve 11a of a steam turbine 1 is opened at a speed adjusted by a regulating valve 17 to increase the rotation speed of an unillustrated turbine up to 90% of the rated rotation speed (a first speed-up step). By so doing, the rotation speed of the turbine is stabilized at the rotation speed in a speed governable range by a governor of the steam turbine 1.
