PROBLEM TO BE SOLVED: To estimate flow quality information. SOLUTION: There is provided a gateway device 100 comprising: an NW interface part 105 receiving flow information including information about an address and a port number of a transmission source, an address and a port number of a transmission destination, and a communication protocol with respect to a flow going through a link in a communication network 50; and an order processing part 115 estimating quality information of the flow based on order information of a packet in the flow, in units of the flows whose address and port number of the transmission source, address and port number of the transmission destination, and communication protocol are in accord or common.
