PROBLEM TO BE SOLVED: To obtain an optical termination system capable of achieving fairness among OLTs. SOLUTION: An optical termination system includes a plurality of OLTs (optical line termination devices) 10-40 connected in a multistage manner in series, and a band ratio setting device 50 for setting the band ratio among the outputs of the respective OLTs. The OLTs comprise cues 11, 21, 31 and 41 for housing packets input from the subordinate OLTs, cues 12, 22, 32 and 42 for housing packets input from subordinate users, and band control units 13, 23, 33 and 43 for controlling the outputs of the packets housed in the cues 11, 21, 31 and 41 and the cues 12, 22, 32 and 42, on the basis of the band ratio set by the band ratio setting device 50, respectively.
