PROBLEM TO BE SOLVED: To provide a transparent electrode endowed with high conductivity and transparency as well as superb smoothness even after environmental test under high-temperature and high-humidity environments, and excellent in stability (all light transmittance, surface resistance, and surface roughness (Ra, Ry)), a method for manufacturing the transparent electrode, and an organic electroluminescent element excellent in emission uniformity using the transparent electrode. SOLUTION: The transparent electrode includes a conductive fiber, conductive polymer, and binder resin for being uniformly dispersed in an aqueous system solvent on a transparent base material.
