The present invention relates to a method for preparing a paper waterproof agent. With respect to a first step, a waterproof agent required to have water proofing property and water repellent property is produced by putting a linseed oil in a reactor and performing a reaction while slowly stirring the linseed oil in the reactor of 300°C, thereby preparing linoxyn; lowering the temperature of the reactor to 80°C; dissolving chloroparaffin, paraffin rosin, and stearic acid at a predetermined ratio to prepare a linoxic acid composition; dissolving an ethylene polymer (named as L box resin) in a terrapin oil at a predetermined ratio while the temperature of the reactor is maintained at 50°C; and putting the resin solution in the reactor, and then putting any one selected from liquid paraffin and petroleum lubricant in the reactor while performing stirring at a stirrer rotation rate of 120 rpm. With respect to a second step, a paper waterproof agent having water solubility, water proofing property, and water repellent property is produced by putting the waterproof agent, which is obtained in the first step, in a reactor while the temperature is maintained at 50°C, adding a non-ionic surfactant to the reactor, and adding a predetermined amount of warm water of about 90°C to the reactor while performing the non-ionic surfactant.
