<p>PROBLEM TO BE SOLVED: To provide an encoding device and remote monitoring system capable of inexpensively suppressing transmission capacity required for transmission of a monitored image and storage capacity required for storing the monitored image, in the case of monitoring different monitoring targets in the same monitored image by using a plurality of monitoring devices.SOLUTION: An encoding device comprises: a mask information generation unit for generating mask information for setting a first region on which encoding with high image quality is performed and a second region except the first region in an image which is an encoding target; a pre-processing unit for reducing an information amount of a region in which the second region is set, on the basis of the mask information; an encoding processing unit which performs predetermined encoding processing on image data composed of the first region and the second region whose information amount is reduced by the pre-processing unit, and outputs encoded data; and a communication unit for transmitting the encoded data.</p> |
