The present invention relates to an anode catalyst for a fuel cell, a manufacturing method thereof, an anode electrode for a fuel cell including the same, an assembly of membranes and electrodes for a fuel cell including the same, and a fuel cell system including the same. Provided is an anode catalyst for a fuel cell including a transition metal layer; a transition metal oxide layer formed on the transition metal layer; and a catalyst metal layer formed on the transition metal oxide layer.
