PROBLEM TO BE SOLVED: To quickly stabilize control of an entire plant without increasing a capacity of a supplying system of an oxidant.SOLUTION: An IGCC plant comprises: a coal gasification furnace for gasifying coal using an oxidant; a gas turbine burning combustion gas obtained by purifying gas produced by the coal gasification furnace, and driven by the combustion gas; and an oxidant supplying path for supplying air extracted from an air compressor of the gas turbine or oxygen separated from the air. A control device 50 of the IGCC plant allows an air ratio that is a ratio of an amount of air supplied to the coal gasification furnace relative to a theoretical combustion air quantity of carbon offset from a predefined setting value, so as to control an amount of the oxidant supplied to the coal gasification furnace within a predetermined upper limit.
