PROBLEM TO BE SOLVED: To provide a management device capable of reliably performing OTA provisioning without wastefully consuming a communication band and electric power, and a radio communication system comprising the device.SOLUTION: A system manager 15 manages a target network N1 and a provisioning network NP in a radio communication system 1. The system manager pre-registers an address to be allocated to a radio device 11b required to perform OTA provisioning with an address management table, pre-establishes a path to communicate with the radio device 11b that enters the provisioning network NP, and allocates the address registered with the address management table to the radio device 11b having entered the provisioning network NP by performing communication via the path. |
