PROBLEM TO BE SOLVED: To provide a substrate including a stable structure comprising metal particles for adsorbing a SERS measuring sample, and to provide a simple creation method thereof.SOLUTION: A formation method of a substrate for adsorbing a Raman spectroscopic sample has in the following order: a step for forming a polymer orientation layer 3 on the substrate 2; and a step for forming a metal structure comprising metal nanoparticles. In the formation method of the substrate for adsorbing the Raman spectroscopic sample, the polymer orientation layer 3 is formed by rubbing a polymer solid 1 onto the smooth substrate under prescribed temperature and pressure.
