PROBLEM TO BE SOLVED: To provide a monitoring device, a monitoring system, and a monitoring method capable of performing radio wave-based monitoring of human motion in a prescribed area at low cost.SOLUTION: A monitoring device 102 monitors human motion in a prescribed area 301. The monitoring device 102 comprises: an array reception unit 52 for receiving a non-modulated signal from a transmitter 101 and generating a beat signal by multiplying the received non-modulated signal by a local oscillation signal generated in the monitoring device 102; a spatial feature amount calculation unit 71 for calculating a spatial feature amount P(t) in the prescribed area 301 on the basis of the beat signal generated by the array reception unit 52; and a detection unit 72 for monitoring human motion in the prescribed area 301 on the basis of the spatial feature amount P(t) calculated by the spatial feature amount calculation unit 71.
