PROBLEM TO BE SOLVED: To allow one of a plurality of controllers in a remote area to control a plant.SOLUTION: A plant control system comprises: a control section 200 connected to a plurality of plants; and a plurality of controllers 100 connected to the control section. The control section stores association data which associate a particular plant among the plurality of plants with a first controller among the plurality of controllers to establish a connection between the first controller and the particular plant on the basis of the association data. The first controller stores target data which indicate a target state of the particular plant. The particular plant transmits measurement data indicating a target of a state of the particular plant to the first controller. The first controller receives the measurement data, calculates control data indicating a setting value of the particular plant on the basis of the target data and the measurement data to transmit the control data to the particular plant. The particular plant operates according to the control data.
