PROBLEM TO BE SOLVED: To provide a user device and a communication method that can continuously apply specific access control such as application and service access control (ASAC) before or after roaming to another mobile communication network.SOLUTION: A UE 100 comprises: an ASAC policy holding unit 105 for holding an ASAC policy; a start command receiving unit 101 for receiving a start command of ASAC including a trigger number from a mobile communication network the UE is connecting with; and an access control unit 103 for starting ASAC on the basis of the ASAC policy if a mobile communication network associated with the ASAC policy held by the ASAC policy holding unit 105 and a mobile communication network having transmitted the start command and connecting with the UE are the same. |
