PROBLEM TO BE SOLVED: To grasp a quality deteriorated section that may cause QoE reduction by appropriately detecting the QoE reduction while considering characteristics of an information communication service.SOLUTION: A quality monitoring device is configured to monitor a user sensory quality and a network quality of an information communication service receiving terminal connected to a home network. The quality monitoring device comprises: a quality information receiving part for receiving measurement information, about the user sensory quality and the network quality, measured by the receiving terminal; a user sensory quality reduction determination section for detecting reduction of the user sensory quality relative to the information communication service by implementing F verification in accordance with the measurement information of the user sensory quality received by the quality information receiving part and basic information of a user sensory quality measured beforehand; and a user sensory quality reduction factor analysis part for detecting a factor of user sensory quality reduction by making F verification in accordance with the measurement information of the network quality received by the quality information receiving part and basic information of the network quality measured beforehand in the case where the user sensory quality reduction determination part detects the reduction of the user sensory quality.
