PROBLEM TO BE SOLVED: To provide a catalyst paste composition and a catalyst ink composition for a fuel cell, having good dispersibility of a non-platinum-based carbon-based catalyst material and low viscosity, and having excellent electrochemical characteristics, storage stability and coating properties, and also to provide a catalyst layer for a fuel cell, in which, when being coated, generations of coating unevenness and pin holes are extremely low by using the catalyst paste composition and the catalyst ink composition, an electrode membrane assembly for a fuel cell including the catalyst layer for a fuel cell, and a fuel cell excellent in battery performance.SOLUTION: A catalyst paste composition for a fuel cell includes: a modified polyvinyl alcohol resin or a modified polyvinyl acetal resin represented by general formula (1); and a non-platinum-based carbon-based catalyst material.
