PROBLEM TO BE SOLVED: To efficiently utilize an extended band in band filling.SOLUTION: A communication control device comprises a communication control unit that controls radio communication performed by terminal devices on a component carrier having basic bandwidth and sets at least one extended band to be added to the component carrier in at least part of surplus frequency bands. The terminal devices include a first group of terminal devices that support radio communication on the extended band, and a second group of terminal devices that do not support radio communication on the extended band. The communication control unit transmits resource allocation information not changing depending on whether the extended band is set or not for the second group of terminal devices.
