PROBLEM TO BE SOLVED: To provide a user device and a communication method that are not treated by use of disadvantageous control compared with a user device not capable of specific access control even if both of device access control (ACB) and specific access control (ASAC and SSAC) are used in a mobile communication network.SOLUTION: A UE 100 receives an ASAC start command and an ACB start command, determines whether ASAC is started in the UE 100 or not, and disables ACB if ASAC is started. |
