PROBLEM TO BE SOLVED: To provide a heat exchanger capable of improving heat exchange efficiency by always contacting liquid with a heat transfer tube wall from a center to a heat transfer tube inner surface by an agitation action and washing the cylindrical wall surface by agitating and always sequentially contacting the liquid with the cylindrical wall surface at acute angle.SOLUTION: An agitation element obtained by forming a combination of semicircular elements that can be simply processed into one component is arranged on a cylindrical tube 6. Liquid or gas passing through the agitation element 5 strikes and contacts the cylindrical tube 6 from center to outside at acute angle, thereby uniformly absorbing heat. Only by passing cleaning liquid through the agitation element 5, the liquid strikes on an inner surface of the cylindrical tube 6 and washes the inner surface while being agitated.
