Disclosed are a foot bath-type health care apparatus and method. The foot bath-type health care apparatus includes a foot bathtub having first and second footholds corresponding to right and left feet of a user, and filled with anion water which is heated by a heating element; a first positive electrode rod positioned near to the first foothold at the outside of the first foothold; a second negative electrode rod positioned near to the second foothold at the outside of the second foothold; a low-voltage applying part for applying low voltage of 3 to 32 voltages of DC to the water in the foot bathtub through the first and second electrode rods; a power supply for temperature adjustment to supply the power to the heat element; and a control unit for controlling the DC voltage applied to the lower-voltage applying part and the power supply.
