An increase of cell phone users have also led to more text messages being sent. In particular, as text sending services have become prevalent, spam messages have increased. Some of the spam messages are used to steal user information or lead a user to move to an illegal site without user consent, and as a result, cases of cell phone users becoming victimized have increased. However, in text sending services, any caller identification can be inputted, so the inputted caller identification can be different from a real sender. Therefore, it is difficult to track and punish the real sender. Even though a user automatically blocks spam messages by registering dubious phone numbers in a receiving rejection list on a cell phone or a smartphone, the user usually checks the messages once because the user might miss required text messages when all dubious phone numbers are added to the receiving rejection list. The present invention relates to a device and a method for checking a caller identification and a phone owner, and sending a text message only when the phone owner is authenticated as the corresponding caller identification or sending a text message by distinguishing authenticated cases and unauthenticated cases, in situations where any caller identification is inputted from a text message sending service or smartphone caller identification have been changed before a text message is sent. According to the present invention, a recipient can only receive owner authenticated text messages or easily distinguish authenticated text messages and unauthenticated messages, thereby receiving text messages safely. Moreover, in the case where damage occurs due to an authenticated message, the caller identification can be easily tracked, thereby reducing spam messages. In particular, by reducing illegal text messages, crimes can be prevented and accidents can be dealt with quickly.
