PROBLEM TO BE SOLVED: To further increase heat exchange performance of a cooling apparatus with an EHD pump that includes a pointed electrode 21 and a slit electrode 22 and flows EHD fluid flowed by an EHD effect in a flow channel by applying a voltage to the EHD fluid between the pointed electrode 21 in the flow channel and the slit electrode 22.SOLUTION: A pointed electrode 21 is in a shape tapered down toward a slit electrode 22 and the slit electrode 22 has a plurality of slits penetrating through the slit electrode 22 from the upstream side to the downstream side of the slit electrode 22.
