PROBLEM TO BE SOLVED: To detect an occupant in a passenger compartment with high accuracy.SOLUTION: An occupant detection device 100 includes a control device 10 having: an image acquisition function for acquiring a picked-up image in a passenger compartment; a vehicle information acquisition function for acquiring vehicle information detected in a vehicle; and an occupant detection function which determines whether or not an object existing in the passenger compartment is an occupant to detect the occupant on the basis of an amount of temporal image changes in an image region corresponding to an image of the object detected from the picked-up image and the vehicle information.
