A fuel injection control device is applied to a fuel injection system which is provided with an injector (10) and a high-pressure pump (40) which increases the pressure of fuel and supplies the fuel to the injector (10). The fuel injection control device (20) comprises: selection units (S10, S11) which determine by which one of the full-lift injection and the partial injection fuel is to be injected; and a pump control unit (S23) which controls the operation of the high-pressure pump (40) so that the pressure of fuel to be supplied to the injector (10) is a target pressure (Ptrg). The selection units (S10, S11) select the partial injection when a request injection amount (Qreq) is less than or equal to a partial maximum injection amount (Qplmax). The fuel injection system comprises the fuel injection control device (20), the injector (10), and the high-pressure pump (40).
