PROBLEM TO BE SOLVED: To enable deletion of a telop, such as an emergency notification, included in a video image, and substitution of an image close to an original image and harmonized with the surrounding, or before and after the scene, even on the occurrence of a scene change.SOLUTION: A video signal processing device performs interpolation by setting an interpolation object region to have a region including a pixel constituting a character of the telop. An interpolation method is determined according to a telop appearance time, an extinction time, a change time and a scene change. To interpolate a pixel in the interpolation object region in a frame existent on one side of the scene change, a pixel in a frame on the another side of the scene change is not used. At one side of the change time, if the same position as the interpolation object region in the frame on the another side is not included in the telop region on the another side concerned, a pixel in the same position is used for the interpolation. |
