A result acquisition and storage function part 4 is configured to record and tabulate the work results of personnel executed on the basis of the personnel allocation planned by the personnel plan function part 3, and a result evaluation function part 5 is configured to evaluate the work results of the personnel recorded and tabulated by the result acquisition and storage function part 4, and to evaluate the team work performance of the personnel who has performed the same work, and to reflect the evaluation result on the master information stored in the database 2. Thus, the personnel plan function part 3 is able to use information necessary for personnel allocation in a state that the latest work result is reflected.
