PROBLEM TO BE SOLVED: To provide a method and apparatus for identifying and tracking instruments, in multiple instrument environments such as an operating room or a garage.SOLUTION: A tool to be identified by an identifying antenna comprises a tag-holding part. The tag-holding part comprises: a tag; a housing for the tag made of the same material as the tool; and an insulating cover 736 to cover the tag. The housing is arranged such that the tag is fit into the housing and not movable.
