PROBLEM TO BE SOLVED: To provide an efficient encoding method to encode resource allocation data to be signaled to a multiplicity of user devices in a communication system.SOLUTION: A communication device includes: a transmission circuit for transmitting control information including a first bit pattern and a second bit pattern to at least one user device; and a memory for use for determining the second bit pattern. The first bit pattern indicates a resource allocation type to identify a chunk constituted by a subcarrier in a subframe, and the second bit pattern indicates resource allocation.
