A communication control method according to a first characteristic is a method for controlling an access point discovery process performed by a user terminal which supports cellular communication and WLAN communication. This communication control method includes: a step (A) wherein auxiliary information for the purpose of efficiently discovering an access point provided within the coverage of a cellular base station is broadcast-transmitted from the base station; and a step (B) wherein, when an offload for moving the traffic load to that access point is performed, offload notification information for the purpose of requesting the user terminal to apply the auxiliary information in the access point discovery process is broadcast-transmitted from the cellular base station.
