Provided are an apparatus for desalinating seawater into fresh water by a membrane separation process and a method therefor, wherein long-term efficient stable operation is achieved by removing TEP components and thereby inhibiting the fouling of a reverse osmosis membrane. A seawater desalination apparatus equipped with: a seawater intake unit (10) for taking seawater; a bubble generation and TEP-containing bubble removal unit (20) for removing TEP components from the taken seawater; a clarification unit (30) for removing suspended matter from the seawater which has been rid of TEP components; and a reverse osmosis membrane treatment unit (40) for desalinating the resulting seawater into fresh water.
