In this invention, circumstances in a PDCP layer and an RLC layer are taken into consideration in an implementation of RRC diversity in a handover procedure between cells served by different wireless base stations (eNBs). This handover method has the following steps: a step in which one wireless base station (eNB #1) transmits, to another wireless base station (eNB #10), PDCP/RLC information needed to generate a PDCP-PDU and an RLC PDU; a step in which the other wireless base station (eNB #10) transmits a "HO ack" message containing a "HO command" message to the first wireless base station (eNB #1); and a step in which, on the basis of the aforementioned information, the wireless base stations (eNB #1 and eNB #10) generate an RLC PDU containing a PDCP-PDU containing the "HO command" message and transmit said RLC PDU to a mobile station (UE).
