<p>The embodiments of the present invention disclose a method for controlling a network congestion and a load perception function, which are applied to a wireless communication network. The method comprises: a load perception function obtaining user location information and a user identification from an access network discovery and selection function (ANDSF) or a user equipment; and the load perception function determining a congestion state of a cell used by a user according to the user location information, the user identification and congestion judging information obtained from an access network device. In the embodiments of the present invention, the load perception function judges the congestion state of the cell used by the user according to the congestion judging information, the user location information and the user identification, so that when cell congestion occurs, a PCRF is notified to conduct congestion management on a service developed by the user in the cell, or the user equipment in the cell is notified to unload the service which is being developed, thereby alleviating the network load and reducing the network congestion.</p> |
