PROBLEM TO BE SOLVED: To provide a paper feeder capable of keeping cost reduced with a simple configuration and maintaining high paper-separating performance, and to provide an image forming apparatus using the paper feeder. SOLUTION: The paper feeder 38 includes: a paper feeding tray 32 that can be loaded with a paper bunch PO consisting of a plurality of paper sheets P; a feeding unit 33 feeding paper sheets P on the paper feeding tray 32; and a paper shifting unit 35 shifting the paper bunch PO to bring the paper sheets P close to the feeding unit 33 toward the upper position of the paper bunch PO. The paper shifting unit 35 has a vibrating member 39 abutting on an upper edge part of the paper bunch PO on a downstream side with respect to the paper feeding direction to shift the paper sheets in the paper feeding direction while vibrating the paper sheets to separate them. The vibrating member 39 is prepared such that a contact angleαdefined by a paper stacking surface and a paper abutting surface 39a abutting on the paper sheets P is an acute angle, and the paper abutting surface 39a can change a contact part contacting the paper sheets P.
