Provided is a communication system capable of preventing excess energy consumption within a backhaul. The communication system comprises: an access apparatus(es) accessed by communication terminals; a packet forwarding apparatus(es) forwarding packets via the access apparatus(es); a first management apparatus controlling operation modes relating to energy consumption of the access apparatus(es); and a second management apparatus controlling operation modes relating to energy consumption of the packet forwarding apparatus(es) based on a change of the operation modes relating to the energy consumption of the access apparatus(es).
