<P>PROBLEM TO BE SOLVED: To set a reduction target for electric power to be used even for a resident having no past record of using electric power equally to other residents. <P>SOLUTION: A management device 14 generates power consumption models for a plurality of different conditions associated with an actual situation of business on the basis of a value of used electric power stored in an electric power database 11, information relating to the actual situations of business of a plurality of tenants stored in a tenant database 13, and correspondence between the tenants and an area stored in an operation database 12, and then stores the power consumption models in a model database 19. The management device 14 selects a power consumption model matching conditions of a new tenant most out of the power consumption models stored in the model database 19. The management device 14 estimates transition of used electric power of the new tenant on the basis of the selected power consumption model.
