<p>PROBLEM TO BE SOLVED: To provide an orthogonal conversion or an inversion orthogonal conversion, which is able to improve coding efficiency.SOLUTION: A coefficient order control section 113 converts a quantization conversion coefficient 121, which is a two-dimensional expression, into a quantization conversion coefficient line 117, which is one-dimensional expression, and inputs them into an entropy coding section 114. The entropy coding section creates coded data for coded parameters such as the quantization conversion coefficient line 117, estimated information 126, and quantization information. An inversion quantization section 104 carries out inversion quantization according to quantization information used in a quantizing section 103. Inversion orthogonal conversion corresponding to a restoration conversion coefficient 122 is carried out from the inversion quantization section, thereby obtaining a decoded estimation error 123. An adding section 106 adds the decoded estimation error 123 and a corresponding estimated image 127, thereby forming a partial decoded image 124.</p> |
