<p><P>PROBLEM TO BE SOLVED: To produce aligned carbon-nanotube aggregates more efficiently. <P>SOLUTION: A base material for producing aligned carbon-nanotube aggregates includes a substrate, a catalyst carrier layer and a catalyst layer. The catalyst carrier layer provided on the substrate is an aluminum oxide with a plate-like structure having holes on the surface of the layer.
