A relay-based promotion system according to the present invention comprises: a transmission management unit which transmits a first advertisement page including an identification number of a first user to a second user terminal according to a request from a first user terminal; and a connection control unit which enables the second user terminal to connect to a main advertisement page by using the first advertisement page. The transmission management unit transmits a second advertisement page associated with the main advertisement page to a third user terminal according to a request from the second user terminal. And, the second advertisement page includes the identification number of the first user and an identification number of a second user.
