The present invention provides a sewage and wastewater treating facility comprising: a sand tank which removes sand from fed sewage or wastewater; a first precipitating tank which precipitates fed water which is fed from the sand tank; a bioreaction tank which treats the fed water which is fed from the first precipitating tank using microorganisms; a second precipitating tank which precipitates the fed water fed for the bioreaction tank; a phosphate discharging device which discharges phosphate from residual sludge generated from the second precipitating tank; and a solid filtering facility which separates the sludge inputted from the phosphate discharging device into supernatant liquid and sludge.
