<p>PURPOSE: An insulation resistance measuring apparatus and a malfunction diagnosing method using the same are provided to easily determine malfunction of a switch element in the insulation resistance measuring apparatus which is frequently exposed to high voltage. CONSTITUTION: A malfunction diagnosing device (200) of an insulation resistance measuring apparatus includes a diagnosis resistance unit (210), a diagnosis switch unit (SW3), a voltage detecting unit (220), and a control unit (230). The diagnosis resistance unit is connected to a cathode or an anode of a battery. The diagnosis switch unit connects the diagnosis resistance unit to the cathode or the anode of the battery. The voltage detecting unit senses an insulation resistance detection voltage detected through insulation detection resistance and a malfunction diagnosing voltage detected through the diagnosis resistance unit. The control unit combines switching actions of an insulation detection switch unit and the diagnosis switch unit, obtains an insulation resistance detection voltage value and a malfunction diagnosing voltage value from the voltage detecting unit according to combined switching actions, and determines malfunction of the insulation detection switch unit according to a combination of obtained voltage values.
