PROBLEM TO BE SOLVED: To precisely suppress or enhance a specific acoustic component regardless of whether the acoustic component has stationarity or not. SOLUTION: A variation calculation section 42 calculates, for each of a plurality of band components X[k,m] of an acoustic signal x(t), an abnormality variation V[k,m] that indicates a difference between an abnormality of an intensity distribution of the acoustic signal x(t) and an abnormality of an intensity distribution in the case of the relevant band component X[k,m] being removed from the acoustic signal x(t). An element value setting section 44 sets, for each of the plurality of band components X[k,m], an element value g[k,m] according to the abnormality variation V[k,m] of the relevant band component X[k,m]. A signal processing section 36 applies the element value g[k,m] of the relevant band component X[k,m] to each of the band components X[k,m] of the acoustic signal x(t).
