The present invention relates to a method for improving an image contrast using a discrete cosine transform and a histogram processing. The method for improving the image contrast using the discrete cosine transform and the histogram processing increases the contrast improvement efficiency of the image by successively performing a discrete cosine transform based image processing and a histogram processing based image processing on a source image and identifies people and objects in a low illumination condition. The method for improving the image contrast using the discrete cosine transform and the histogram processing according to the embodiment of the present invention includes a source image inputting step, an image preprocessing step, a discrete cosine transform based image processing step, a histogram processing based image processing step, and a contrast improvement image producing step.
