A method comprising: receiving, at a server configured in a long term evolution network, first information indicative of a first condition of utilization of a first radio access technology resource accessible by a user device; receiving, at the server, second information indicative of a second condition of utilization of a second radio access technology resource accessible by the user device; determining if at least one of the first condition of utilization or the second condition of utilization indicates an adverse network condition; based on a determination that at least one of the first condition of utilization or the second condition of utilization indicates an adverse network condition, comparing the first information and the second information; based on a result of the comparing, selecting an action from a plurality of actions comprising: transmitting, by the server, a change command instructing the user device to migrate to a second radio access technology resource; andtransmitting, by the server, a change command to at least one network device to mitigate the adverse network condition.
