A device for constructing a prestressed strand of an LNG tank according to the present invention comprises: a support part formed to be long in the vertical direction and provided to the buttress part of an LNG tank; a base part provided at the lower portion of the support part and fixing the support part to the ground; a movement part inserted into the LNG tank, having a tension unit for tensioning the prestressed strand protruding through the buttress part at both ends, and provided to be movable in the vertical direction along the longitudinal direction of the support part; and a driving part for supplying driving force to move the movement part. In addition, a prestressed strand construction method of an LNG tank uses the device for constructing a prestressed strand of an LNG tank, comprising: the support part formed to be long in the vertical direction; the base part provided at the lower portion of the support part and fixing the support part to the ground; the movement part inserted into the LNG tank, having the tension unit for tensioning the prestressed strand protruding through the buttress part at both ends, and provided to be movable in the vertical direction along the longitudinal direction of the support part; and the driving part for supplying driving force to move the movement part, and comprises: a step for fixing the base part to the lower portion of the buttress part of the LNG tank; a step for providing the support part to the buttress part of the LNG tank along the longitudinal direction; a step for conveying the movement part by predetermined height; and a step for constructing the prestressed strand protruding through the buttress part at both ends by using the tension unit.
