Disclosed is a treated water discharging device of a wastewater treating facility, wherein a changed batch-type activated sludge process in which the aeration, precipitation, and discharging processes of wastewater are sequentially performed in one single treating tank. The treated water discharging device comprises: a sludge floating preventing plate which is installed adjacent to the top of a sludge-treated water boundary surface and is formed in a cone shape so as to prevent floating of the sludge precipitated at the bottom thereof; a vertical pipe which is installed to be downwardly extended from the center of the sludge floating preventing plate so as to feed and discharge sludge precipitated on the top surface of the sludge floating preventing plate; a flexible pipe which is installed between top and bottom vertical pipes which are formed by dividing the vertical pipe up and down; a fixing unit which supports the top and bottom vertical pipes and the flexible pipe and has a central point which can be bent towards the center; and a slope adjusting unit which adjusts a slope angle by pushing or pulling the sludge floating preventing plate.
