PURPOSE: An optical cable obstacle observation system for collecting alarms generated by an optical cable error from a communication device, a method and a recording medium recording the method thereof are provided to accurately recognize the optical cable failure by notifying a person in charge. CONSTITUTION: An optical cable information database(110) stores a connection relation between a plurality of optical cables. An optical cable alarm database(140) stores the information about the optical cable emergency signal. A controller(120) collects emergency signals. The controller decides the whether the emergency signal is the optical cable related emergency signal.
